Tim,
The RC pulley has to be moved in to be engaged. There is a bolt with a
lock nut on the housing above the pulley that can be loosened to allow the
pulley to be engaged/disengaged. If yours turns all the time, loosen the
bolt until the pulley can be moved out enough to disengage the drive gears
inside the housing. I think it's the same on the WC, since the RC is
supposed to be built on the WC chassis.
