Be careful using this technique.Iin our area (SE Michigan), they (SBC) will 
come out and check the line and then say that it is a problem in the house. 
At that point, if they do not find an obvious problem, you will be charged 
a fee (last time it was $75, two years ago) and they do nothing to repair 
the lines in the house. What we have to do now is go out side to the phone 
line junction box on the side of the house, unplug the line to the house 
and then plug in a hand set to check the line (phone company) to the house. 
This makes sure the problem you have is not inside the house. Be sure to 
tell them that you have already done this. Be sure to tell them when it 
acts up, i.e. after some heavy rains but not every time, worse during the 
freeze thaw cycle, etc..
