I used the Kreme brand, not the POR 15.  So I can't offer conclusive
ideas.  But my guess is that oxygen and/or UV light starts a chain
reaction in the liquid plastic.  The chain reaction is the
polymerization into the solidified plastic.  The smell would probably
be the solvent and plasticizer of the liquid product.  One solvent you
might try to dissolve/soften what's on your hand is chloroform.  I'm
not sure the final plastic product that is made by POR or Kreme, but
Chloroform does soften or dissolve many plastics.  However, I'm not
sure that Chrloroform is available as a paint thinner any more.  I get
it from the lab.
