For reference: HF sells a jack that looks like the one I'm dealing with:

Subject: [AT] Hydraulic Cylinder problems again - Help?

I have a Hydraulic Cylinder (Jack) on my 20' tilt trailer that has decided
to act up again. I had this problem before and with help from the list
members, I was able to get it going again by heavily lubricating the small
piston on the manual pump. The problem is that it quits working before the
cylinder is fully extended, (trailer deck fully tilted). I think my band
aid fix in the past may have just masked what the real problem is. But I'm
not sure what it is. I do know inadequate fluid is not the problem.

I noticed that HF is selling cylinders that look a lot like this one and I'm
wondering if it might be just better to replace the one I have with a new
one, might be less expensive than getting it repaired, or what is the real
problem I'm dealing with! I think it has something to do with the seal on
the small hand pump piston but haven't figured out how to fix it. Help?

This problem always seems to get worse when I haven't used the trailer
(hydraulic jack) for a long period. Is something drying out? A leather or
seal needs to be replaced? Or? I don't quite understand why it works but
not all the way if it's just the small piston seal. I'm stuck.
