Mike,  Stopping trailers is like have a four-wheel drive vehicle.  One has 
to keep in mind that four-wheel drive will get one going better, but it 
does not stop anyone better.   I think the advice to have electric brakes 
on both axles of a tandem axle trailer is a good idea.
