Exactly correct. It is a switch handle lock. It is spiked to the
tie. In the second pic, the part you are pressing with your finger
actually gets stepped on and releases the handle which can then lifted from
the lock and brought around in a half circle to a like lock on the other
side of the center of rotation. At the center of rotation of the handle
would be the mechanism that moves the switch points.
