[Farmall] Slow throttle response on F-14

My first guess, Terry is that your governor is sticky. This can cause all
the symptoms you describe. Sometimes just making the tractor work for a
while will free the gov. up. Beyond that, someone with more specific F-14
knowledge will chip in with info.
