Mike,

For a Champion plug, D21 or D23 would be correct.  Like Duane said, first
thing is to make sure you hear the magneto clicking when you roll her over.
Make sure the points are clean or not completely burned off, contacts in cap
and on rotor not all corroded, etc.

Sound like you're on the right track with the fuel problem.  Might just want
to remove the fuel line from the carb and see if anything comes out, and
work backwards 'till you find the blockage.
