[Farmall] Slow throttle response on F-14

The filter on my son's F-14 is part of the fuel pump. It does get air locked. I rebuilt the fuel pump and it
helped, Now I have to rebuild the carb. I also found that the bypass line was plugged. I think this helped
restrict the flow of fuel.
