I had the same problem with my 70. The previous owner had a hole in the
oil cup and let it run dry.... I soaked it with diesel and let it
drain.. Then I would go over and work it up and down. Had it in a 5
gallon bucket.. Then I carefully took it outside and poured about 1/5
gallon of lacquer thinner through it to rinse it out.. IT was clean as a
whistle
 when I was done...

Unless you like spending time in emergency rooms I'd steer clear of
using 
gasoline to soak filter element and then light it with a torch. Diesel, 
kerosene or fuel oil will work. Make sure you're outside. It's probably
not 
the best method anyway in terms of the air cleaner's metal.
