Several years ago I asked that question of a local bird expert for similar
reasons. He suggested cracked corn and it worked reasonably well. (The
cracked corn has already been mentioned, of course.) He also suggested that
anything that would provide them some nearby cover would encourage them.
Most birds like to have cover, food and water in close proximity for
safety. Some piled brush might help to encourage them.
