[AT] Sealing a tire to a rim

I went to the local cheap parts house and they had two types there the one I 
got was green with black spots in it, it worked great until the whole tire 
blew out on the tread. Now I have remove it and place it with another old tire 
its on my 4 bottom plow and that requires a little work to replace it. I think 
it might have had steel at one time and was replaced with rubber.
