Wayne they show up quickly around here when there is a hurricane, etc. and
stay until things are better.  Luckily I have not been directly affected and
don't know what they provide and what the charge or don't charge for.  I
will tell you this though.   When the Red Cross is long gone the church
based organizations and the Salvation Army are still hard at work for free
and with no strings attached.

We had a hurricane and a lot of flood damage here in eastern NC last fall.
No damage at my house but 30 miles to the east folks took a beating and many
had their houses destroyed by flood water.   I was down that way a few weeks
ago and in all of the flood areas I saw groups from churches nearby and far
away working hard to get these folks back to something near normal.  Some of
you might be surprised to know that the Amish and Menonites out of PA and OH
are among the first to show up.
